Jesus told the late Dr. Richard Eby, during his life after death experience, that Satan was cast out of Heaven prior to the Earth being recreated. As a result, Satan threw a "hissy fit" and, in a tantrum of hate and rage over being deposed so fast, he went about destroying the Earth until it was "without form and void" -- uninhabitable. That's why Jesus had to recreate it and gave the command to "replenish" the Earth.
